Theoretical Component

Participants must be able to show comprehension of the following theoretical concepts:

  • Recognize and assess hazards associated with working at heights
  • Understand the correct use, limitations, and storage of fall protection systems
  • Know your responsibilities in a rescue plan and emergency response
  • Understand and use the hierarchy of controls

Practical Component

As part of the Working at Heights Refresher Training, participants must also show hands-on competency in the following:

  • Inspect equipment, properly fit a harness, and maintain 100% tie-off at all times
  • Select the appropriate fall protection equipment when working on a platform
  • Calculate fall distances

Who Needs Working at Heights Refresher Training?

Under the Occupational Health and Safety Act, Ontario Regulation 213/91, anyone working on a construction project who uses fall protection is required to hold a valid, CPO-approved Working at Heights certification. This applies to workers, supervisors, and employers across the construction industry.

This course is for those who have already completed CPO-approved Working at Heights training and have a certificate that is expiring or has recently expired. The refresher is a focused program designed to:

  • Reinforce key fall protection principles
  • Review regulatory responsibilities
  • Address updates in safety standards
  • Reconfirm practical competency

Is Working at Heights Refresher training mandatory?

Yes. Once your three-year certification period ends, you must complete a Working at Heights Refresher course by law. Workers without a valid certificate are not permitted to perform work at heights on construction projects in Ontario.

How often do you need to renew your Working at Heights certification?

Working at Heights certifications are valid for 3 years. Before or after your certificate expires, you are required to complete a CPO-approved Working at Heights Refresher course to renew it. This is not the same as retaking the full 8-hour initial course.

Only a CPO-approved provider can deliver valid refresher training and issue an updated certificate.

What is the difference between the Working at Heights course and the Working at Heights Refresher?

The initial Working at Heights course is a full 8-hour program for those who have never been certified. The refresher is a shorter, focused program for those who are renewing an existing certification. It is designed to:

  • Reinforce key fall protection principles
  • Review regulatory responsibilities
  • Address updates in safety standards
  • Reconfirm practical competency

How long is the Working at Heights Refresher course?

The Working at Heights Refresher course takes 4 hours to complete. Classes begin at 8:30 AM, so plan to arrive a few minutes early, so you are ready to start on time.

How do I know if I am eligible for the Working at Heights Refresher course?

Ontario employers are responsible for tracking their workers’ certification expiry dates and ensuring renewals are completed on time. To confirm eligibility for this course, use the Eligibility Checker Tool on the Ministry of Labour’s website. Can I take the Working at Heights Refresher course online?

No. Because the course includes both theoretical and practical components, it cannot be completed fully online. Fully online Working at Heights courses do not meet Ontario’s mandatory requirements. To be valid, the course must include a hands-on practical component and be delivered by a CPO-approved provider.

Can I complete my Working at Heights Refresher course after my certificate has expired?

Yes, refresher training can be completed after your certificate has expired. However, workers are not legally permitted to perform work at heights on a construction project until their refresher training is complete and their certification has been renewed.

Can my workers continue working at heights while waiting to complete their refresher training?

No. Once a Working at Heights certificate has expired, workers are not legally permitted to perform work at heights on a construction project. Even if refresher training is already scheduled:

  • Work at heights must stop until training is successfully completed
  • Proof of updated certification must be available on the job site
  • Employers remain responsible for ensuring their team is compliant

Allowing workers to continue with an expired certificate puts your organization at risk of enforcement action. Book your refresher training as soon as possible to avoid any disruption to your operations.

Do I need to bring any equipment to the Working at Heights Refresher course?

No, you do not need to bring any equipment or PPE. Everything you need is provided. All you need to do is show up on time and ready to learn.

How do I access my Working at Heights Refresher certificate?

Upon completing the OSG course, you will receive a temporary digital certificate immediately. Within 6 to 8 weeks, you will receive an email from the Ontario Ministry of Labour, Immigration, Training and Skills Development with instructions on how to access your certificate through the Prevention Certification Management System portal.

Under Ontario Regulation 297/13, employers are required to maintain a record of all CPO-approved Working at Heights training completed by their workers.

How do registered participants receive their training information?

All registered participants will receive an email with their course details at least one day before the course begins. If a participant does not receive their information, contact our Client Success Team at 1-800-815-9980 or email info@osg.ca. We are available Monday to Friday, 8:00 AM to 4:30 PM EST.

How do I receive my certificate if someone else registered me for the course?
