How it works
- Register to become an OSG Training Partner by signing a Training Provider Agreement.
- Gain access to OSG’s CPO-approved WAH materials, provider application materials.
- Optional - Register your instructor in our 1-day Train-the-Trainer course to learn how to deliver the program.
- Submit your provider application to the Ministry of Labour, Immigration, Training and Skills Development (MLITSD).
- Once the MLITSD approves your application and your instructor passes their evaluation, you will be an approved provider of OSG’s Working at Heights program.
- You can order training materials from OSG or print them using the files provided.
OSG’s Working at Heights Training partnership provides you with a CPO-approved WAH program that you can use to apply to become an approved provider. Your organization is responsible for becoming an approved provider and maintaining that approval status, which is a process managed by the MLITSD. Please review the MLITSD’s Provider Standards to learn more about their instructor qualifications, learning assessments and administrative practices.

- WAH kit containing physical materials:
- 1 Instructor Manual
- 12 Participant Manuals
- 12 Workbooks with case studies and quizzes
- Digital program files including the Instructor Manual, Participant Manual, and Workbook. If you do not wish to order physical materials from OSG, you may print your materials using these files.
- Wallet card certificate template files to enable you to issue certificates to your participants

Optional Add-ons - Training for your Instructors
The following courses can help instructors meet the MLITSD’s instructor requirements.
WAH Train-the-Trainer – In-person
During this 1-day course, participants will review and discuss the training content through the Instructor Manual, a crucial tool for delivering sessions that meet approval standards. OSG’s facilitator will guide the learners through the manual’s layout and features, highlighting essential aspects of the WAH course content, especially those of significant importance or complexity.
As part of the evaluation, the facilitator will monitor the learner’s contributions throughout the course to assess the ability to connect content with real-world experience and expertise. While there is no passing score (or test) for the course, a learner will likely receive approval if they:
- Demonstrate familiarity with working at heights equipment, regulations, and safe work practices.
- Provide examples that are thoughtful, useful, and, when possible, workplace-specific.
- Actively engage in mock evaluations, assuming both roles effectively, and offer constructive feedback to peers
Please note that this course is not intended to teach or certify the theory of Working at Heights. Participants should have that knowledge prior to attending this course. This course does not cover the MLITSD application process for WAH Providers.

Working at Heights Partnership FAQ
How do I become a Working at Heights training partner with OSG?
To become a WAH training partner, an organization must enter a training partner agreement with OSG. The agreement must be signed by a designated signing authority for your organization.
Instructors must be employed with an organization that has a partnership agreement with OSG to access OSG’s WAH program.
Can I start training Working at Heights after I get access to OSG's program?
To offer WAH Training, the MLITSD requires that both the program and provider be approved by the Chief Prevention Officer (CPO).
Before you can start training OSG’s WAH program, you must submit a provider application to the MLITSD for approval.
OSG’s WAH program meets the MLITSD’s Program Standards. You are responsible for meeting the MLITSD’s Provider Standards which include instructor qualifications, learning assessments and administrative practices.
Once your provider application has been approved by the MLITSD, you can start training OSG’s Working at Heights Program.
How do I become an approved Working at Heights (WAH) Training provider?
Before you can offer WAH Training, you must submit a provider application to the MLITSD's Chief Prevention Officer (CPO).
Your provider application must include a WAH program. Both the provider and the program must be approved by the CPO.
OSG’s Working at Heights Training partnership provides you with a CPO-approved WAH program that you can use to apply to become an approved provider. As a provider, you are responsible for meeting the MLITSD’s Provider Standard.
What is the application process to become an approved Working at Heights (WAH) training provider?
- Submit your application to the MLITSD using OSG’s program and application templates.
- The MLITSD will notify you once your desk application is approved.
- The MLITSD will conduct a field assessment. During this assessment, an assessor from the MLITSD will evaluate a mock training session delivered by your instructor. Once your instructor has passed the evaluation, the MLITSD will notify you that you are an approved Working at Heights Training provider.

How long does it take for the MLITSD to approve my application?
The MLITSD assesses applications on a first-come, first-served basis. The time it takes to complete a full assessment of a training program depends on the quality of the application and associated training materials and the number of existing applications in the review process.
Please note that OSG cannot influence MLITSD application review and approval timelines.
Can I print my own participant manuals and workbooks?
Yes, once you are a training partner with OSG you gain access to digital files for WAH training materials. You may print your own using these digital files or order printed participant manuals and workbooks from OSG.
