WHY EFFECTIVENESS MATTERS
Ontario mandates the committee. Effectiveness is up to you.
The law requires a JHSC, quarterly meetings, workplace inspections, and certified members for workplaces with 20 or more workers. Getting the most out of the committee and ensuring it deliver results is much harder to achieve. That is the gap the JHSC Effectiveness program closes.

Meeting regularly is not the same as getting results
A committee can meet every month and still miss things: inspections are inconsistent between employees, minutes and action tracking lapse, and recommendations become recycled.

A competency gap on day one
Ontario only ever requires two members to be certified, one worker and one management, no matter how large the committee is. At bigger workplaces that leaves half of it untrained by default, and the job of bringing everyone else up to speed lands on those two.

How it works: An up-front sprint, and a follow-up cadence
Every engagement opens with the 90-Day Committee Reset, which gets your committee meeting, inspecting, and acting like a high-functioning JHSC in the first quarter. Three meetings in three months gives the coaching enough repetitions to take hold. After that, the program runs on a quarterly cadence for the balance of the two-year term.

02 90-day reset
Three in-person visits in three months. We sit in and coach all three meetings and join the committee on the inspection each month. The first visit also sets up your core documents.
03 Toolkit handover
Meeting agendas, statutory inspection checklists, minutes templates, and an action tracker, taught in use, with updates if legislation changes.
04 Quarterly sessions
We review your records against the effectiveness benchmark, confirm meetings and inspections happened, and action items are closing, coach specific gaps, and communicate progress to management.
05 On-site verification
In-person re-scoring at months 12 and 21. Effectiveness cannot be scored from paperwork alone, so we shadow a committee meeting and an inspection.

Before your book
Our committee is already certified. Why would we need this?
Certification is the floor the law sets, and it is where this starts. It does not keep the committee inspecting consistently, closing out its recommendations, or getting better at finding hazards two years on. This program runs that cadence and measures whether it is working.
Can we not do this ourselves with free templates and checklists?
You can, and they are worth using. A template does not run your cadence, chase your corrective actions, coach your members, or bring an outside set of eyes to your inspection. You are buying the doing, not the document.
Why is the commitment two years?
The results take repetition. The 90-Day Reset instills the habits, and the quarterly cadence is what keeps them in place. At month twelve, we re-score on-site and present the results to your executives, so you can see where things stand halfway through.
What does the second year include?
The quarterly working sessions with continued coaching for your members, ongoing scoring, executive updates, regulatory updates as legislation changes, and on-site verification at month 21. Year one installs the cadence; year two is what keeps it from slipping back.
How much of our team’s time does this take?
In the first 90 days, your committee meets monthly, so a committee currently meeting quarterly adds two meetings. After that, it is the meetings and inspections you already hold, plus one working session a quarter. You send us your minutes, inspection records, and action tracker beforehand, and we handle the review, scoring, and executive summary.
What happens when committee members change?
Turnover is normal and the program is built around it. We advise on committee composition and on running the selection process properly, and new members join the coaching at the next working session, so they can quickly reach your committee’s current standard.
How do we know the JHSC Effectiveness Program is working?
Your committee is scored using a validated instrument for assessing JHSC functioning, alongside what an MLITSD inspector examines during a visit. The baseline sets the starting point, and on-site re-scoring at months 12 and 21 shows whether and where it has moved. Every executive update translates that into plain terms: are meetings and inspections happening, are recommendations closing, and is the committee working better than it was?
What if we have an incident anyway?
The JHSC Effectiveness Program works on prevention. It lowers the risk of incidents, accidents, and claims by keeping your committee informed and controlling hazards. Prevention lowers risk; it cannot remove it. If something does happen, we help your committee work through what it missed and close that gap.
